Apex 4.0 replaces the monthly evaluation with a one-time payment

The biggest rewrite in Apex's history. Evaluations become a single one-time purchase, traders choose end-of-day or intraday trailing drawdown, payouts run automatically through Deel, and the MAE rule, the 5:1 reward-to-risk requirement and the 7-day minimum trading period are all removed.
